Trying to change course

I have been trying for almost three weeks now to change a course and have been unable to get a hold of anyone with the registrar's office and no one in any other department seems willing to assist me. What can I do to get a hold of someone who will rectify this issue? Are there any other emails or phone numbers I can call to actually speak to someone who can help?
